Union cries foul

ITANAGAR, Dec 11: All Papum Pare District Students’ Unit (APPDSU) alleged illegal practice in awarding contract works under SSA and MCD schemes by Education Department, Papum Pare district.

According to APPDSU, 20 per cent of the total contract amount is being charged from contractor against each work awarded to them. Some panchayat leaders are also found involved in the corrupt practice, it alleged.

While condemning such bad practice by the department concerned which will affect the quality of works, APPDSU asked all contractors not to pay money for any contract works.

Save earth

ITANAGAR, Dec 11: Arunachal Paryavaran Rakshak Sangathan with the motto "Escape the future cosmic inferno to save our mother earth" was formed here yesterday with Pebom Doyum and Tai Tadap as chairman and Executive Secretary respectively.

It aims to protect and conserve the natural environment to save the earth from the ill effects of climate change and global warming.

CWC appeals for PHED enquiry office

ITANAGAR, Dec 11: The Chandranagar Welfare Committee (CWC) has appealed the PHED Chief Engineer for a PHED enquiry office at Industrial Colony for smooth monitoring of the water supply system in the vast Chandranagar area.

Pointing out the grievances of general public including business community and Govt staff  due to supply of water during odd  time at around 12 noon, the Committee also requested the  Chief Engineer to supply water twice a day at 6 am and 5 pm instead of 12 noon for the convenience of local people. It also appealed the PHED to take step  for sector-wise new water supply connection in Senki Colony, Industry Colony, Yapo Colony, Tapang Parang Colony, Mining office, Gyan Ganga and Market line in entire Chandranagar area.

Banderdewa, Dec 10:  Itanagar Diocesan Empowerment Association (IDEA) organised valedictory functions of the three-month intensive skill development programme at Auxilium Vocational training centre Gohpur Tinali, Sacred Heart School Daporijo and Holy Trinity Ashram Banderdewa in collaboration with NABARD on 10 December.

Harvest fest

ITANAGAR, Dec 11: The Zirp Le-nam (harvest festival) of Nyishi community was celebrated by the women community of Raik village of Sagalee at Leparp Baptist church yesterday.

Arunachal Pradesh Mahila Congress Committee president Yari Dulom, who attended the festival as chief guest, appealed to the gathering to celebrate one’s own festival with enthusiasm for identity. Otherwise our festivals with traditional flavour will be lost forever, she said.

 

Farmers oppose LSHEP public hearing

ITANAGAR, Dec 11: The East Siang District Farmers’ Union (ESDFU) strongly opposed the hearing on 2700mw Lower Siang Hydro Electric Project proposed to be held on December 20,21 and 22 at Jeying, Pangin and Aalo town for non-fulfillment of its various demands.

According to ESDFU, an expert Appraisal Committee (EAC) was formed following an order from the Union Ministry of Environment and Forest to study the downstream impact assessment report for the 2700mw LSHEP. As such the EAC suggested Jaypee Arunachal Power Limited (JAPL) and issued the term of reference (ToR) for studying the downstream impact assessment report with the flow of river Siang upto the confluence of Brahmaputro by taking three seasonal cycles. The ToR was issued on August three and meant to study the impacts and flow of the water for atleast three seasonal cycles. But JAPL in a hurried way just to fulfill the public hearing, came out with the report in the month of October 2010, just after two months, whereas the research work and the report should have come out in the month of September 2011, ESDFU said.

Further, JAPL in the same downstream impact assessment report, has intentionally avoided to enlist the names of some of the villages in the left bank of Mebo circle, namely Mher, Gadum and Ralling. But all these villages come under Mebo circle and are settled on the bank of river Siang.

ESDFU also reacted sharply to some negative remarks on Adi people in the same downstream impact assessment report. It said that the JAPL, in the same impact assessment report, has intentionally insulted the Adi tribes, particularly Adi women. Infact, Adi tribes have been living in a democratic set up of society even before India attained independence, governed by the famous ‘Kebang’ system which has been praised worldwide, ESDFU said and described the remark as very unfortunate.

"A private company, who tries to invade our Adi land and forests and displace and distort our culture, belief, practices and tradition shall never be welcomed in our Adi land," it added.

 

Ministers, MP  bless Lazu people with development projects  

ITANAGAR, Dec 11:  The people of picturesque Lazu circle in Tirap District were besieged with joy when two Ministers and a MP landed in Lazu for the first time by a civil helicopter today and laid foundation stones of at least three development projects. While MP Ninong Ering laid the foundation stone for construction of multi-purpose stadium, Finance Minister Setong Sena laid the foundation stone for construction of community hall. Foundation stone for infrastructure development project of Govt Secondary School, Laju  has been laid by Education Minister Bosiram Siram.

The dignitaries were also participated in annual function of the All Ollo Welfare Association (AOWA).

Addressing the gathering on the occasion, MP Ninong Ering assured to look into the grievances submitted through a memorandum by local people. He also assured a sum of Rs 10 lakh for construction of Multi-purpose stadium from his MPLAD Fund.  The MP donated  some amount each to ATSU, Youth Congress and Seva Dal as a token of appreciation.

Highlighting the development activities under the present Govt, Sena said that the state Govt has given priority in important sectors for development including roads development, human resource development and horticulture etc. He also assured that the Multi-purpose Community Hall at Laju will be sanctioned after March, 2011 as per DPR in consultation with the Planning Department.

In his address Siram emphasized on the balanced education in the state. He said “education should be student centric rather than the teacher-centric. The state Govt is also for maintaining student-teacher ratio in recruiting the teachers, he added.

Earlier, ZPM A Homtok in his welcome address hoped that the visit of the ministers, MP and other dignitaries will boost the morale of the general people and it will go a long way in accelerating development activities in the area.

MLA cum DoTC chairman Y Matey,  MLA K Lowang urged upon the AOWA to work towards social upliftment of the people and for eradication of social evils like opium and alcohol addiction.   

Tirap DC W. Lowang, SSP Tirap, Commandant, 19AR, HoDs of Tirap District, Officers, Chiefs and GBs of laju area, public leaders and general public were present  on the occasion.

Cultural programmes were also organised in honour of the visiting dignitaries.

 

UD dept appeal to workers and citizens on cleanliness

Sanitation Awareness Campaign

ITANAGAR, Dec 11: Itanagar division of Urban Development and Housing Department has organized Sanitation Awareness Campaign at office conference hall of Director, UD and Housing today. Speaking on the occasion, UD&H Director Taba Tedir appreciated the Safai Karamcharies for their untiring efforts to keep the entire capital complex neat and clean in spite of vulnerable problems faced by them.

He briefed about the welfare measure being undertaken by the government in respect of Safai Karamcharies and advised the Karamcharies to deliver best services.

He urged the Karamcharies to be polite while on duty and urged the citizen to put their domestic garbage in the respective location in time for easy collection and dumping.

On the occasion, the divisional office distributed two pairs of uniforms to each Safai Karamcharies including Drivers of the Sanitation truck.

Amongst other,  UD&H Deputy Director Tayer Tache, Finance and account officer Sangey Wangchu, Deputy Director Urban Planner Nixon Lego and other officers and officials of the department were present.

 

APPWCV’s initiatives bear fruits

ITANAGAR, Dec 11: True to its commitments the Voluntary online coordination service of the Arunachal Pradesh Patient Welfare Committee Vellore (APPWCV) has been extending its helping hands to  the Arunachalee patients for better treatment at CMC Vellore.

Citing an example of voluntary service of the APPWCV, Arunachal Pradesh Common Cause Society (APCCS) president T K Tagru informed that his daughter got completed all required tests at Vellore CMC  within 13 days by the prompt online service of the committee.  She is now recuperating from successful ear and nose operation at the Hospital, he further informed.

The APCCS showered all praises to APPWCV president Dr Moji Jini and general secretary Lodum Dullam for their noble idea  for benefit of needy patients.

The Society also lauded the present Govt, particularly Health and Family Welfare Minister Tanga Byaling for taking initiative for construction of Guest house near CMC Vellore for the benefit of Arunachalee patients.

It may be mentioned here that APPWCV was formed in view of the rising number of cases in the state requiring advanced multi specialty treatment, majority cases of which are being referred to CMC Vellore. Around 50% of referral cases of the state Govt have been undergoing treatment at Vellore, but no parallel infrastructure is available at Vellore to facilitate accommodation and other liaising necessities required by the patients and their escorts. Therefore, the voluntary forum  was formed to work towards setting up of an adequate Medical Guest House at CMC Vellore at par with other north eastern states like Mizoram, Nagaland and also Sikkim.

 

Home Minister urges workers to register

their names

PASIGHAT, Dec 11: The workers engaged in building and construction in the state should get their names registered with the Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB & OCWWB) to avail benefits due to them, said Home Minister said Tako Dabi, today, while addressing the APB&OCWWB awareness camp at Pasighat.

The Minister further stressing on the need to spread awareness on labour welfare laws said it would help workers to fight exploitation and get welfare benefits offered by the board as well.  He added that authorities concerned should ensure all the workers engaged in construction work register their names with the APB & CWW Board so that they could avail of the entitled benefits like housing loan, pension and financial assistance for medical treatment, maternity, education for children and accidental insurance etc.

He further appreciating the board chairman Jalley Sonam and his executives for their untiring efforts said that such initiatives would boost up the moral of the workers in the state. He advised the workers to maintain unity, health and  hygiene, sincerity, honesty, dedication and devotion and further appealed the working class to be more cooperative and enthusiastic to the state government.

Board Chairman Jalley Sonam also advised the labour community to help each other in time of need and urged the members of East Siang unit to get registered in the board to avail the full benefits.

He further highlighting benefits informed that benefits include housing loan of fifty thousands, tools advance five thousands, medical assistance five thousands, marriage assistance two thousands, maternity assistance one thousand, educational assistance, old age pension and disability pension one fifty per month, financial assistance of fifteen thousand against normal death, fifty thousands against accidental death and one thousand for funeral services. Earlier, Labour Commissioner-cum-Secretary (APB & OCWWB) Ojing Darung said that as per Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 every building worker who is between the age of 18 to 60 years, engaged in any building and other construction work is eligible as a beneficiary and can submit the prescribed Application Form with a registration fee of Rs. 25/- along with required documents and photograph for registration.

The Deputy Commissioner Onit Panyang stressed on insurance policies and assured to provide required land for construction of branch office building in district and advised to submit the application properly and immediately.

Besides local officers, executive members of All East Siang Students Union also attended the awareness campaign.

The awareness campaign was organized by the All Arunachal Pradesh Workers Union (AAPWU) East Siang unit in collaboration with the district Labour Officer In charge Onyok Pertin as a part of legal literacy program for unorganized and unregistered labourers/workers.

Sainik School Alumni to forge better mutual relationships

ITANAGAR, Dec 11: With an aim to forge better and cordial relationships and to widen the social networkings among its members, the first general meeting of Sainik School Imphal Alumni Association, Arunachal Chapter was held here today at Hotel Moomsie.

Presiding over the meet as chairman, PHED chief engineer, Tagong Ketan said that the need for such a platform was a long pending one for all the alumni. Emphasizing on more smooth and effective functioning of the association, he also appealed other alumni to come into the fold to broaden the social networkings for mutual benefits. “The association is irrespective of one’s individual position in the society and it should involve itself in taking up social welfare activities vigorously in the interest of the society”, he opined.

While reiterating that the world had indeed become a global village, PWD (Central Zone) chief engineer Kuru Sera said that the idea of this social networking had been initiated a long time back during the time of Late Dera Natung, who had also been an alumnus of the same school. “By forming this association, we would be fulfilling the wishes of Lt. Dera, who was a very good human being and a colleague of mine”, he said.

Special invitee to the occasion and SIO, Itanagar, Govt. of India Y. Junu Singh (Adm No-40) and one amongst the first batch of the school said that similar Sainik School Alumni Associations had been formed in other states. “Formation of such an association is mutually beneficial to all the members and I encourage the endevour of the Arunachal chapter”, he elaborated.

Aother alumni of the school and General Manager (RHEP), Yazali K. Mao has also spoke on the occasion. Amongst the large alumni members present today, engineers emerged highest with two chief engineers, four superintending engineers and several other officers from various departments. On the occasion, Er. Tagong Ketan (CE, PHED) and Er. Hage Bida (SE, PWD) were selected chairman and secretary respectively for tenure of two years.

Paliwal underscores the need of training

ITANAGAR, Dec 11: Director General (Training) of Administrative Training Institute (ATI) and Special Secretary, Personnel and Administrative Reforms, Nandini Paliwal said that the newly recruited APCS officers should be provided some kind of orientation or induction training before being posted to in the field to avoid difficulties likely to be faced by them in discharging duties.

Speaking at the concluding day function of the week-long exclusive training programme on court procedures for senior APCS officers at ATI yesterday, Paliwal urged the participating officers to shoulder their responsibilities in upright in all circumstances and be a useful agent of the Government in delivering justice and service to the people at grassroot level. She further advised the officers that since COs and EACs are holding the duel charge of executive and judiciary, one should not be bog down with administrative duties only but should give sufficient time on their judiciary duties and conduct courts regularly in order to avoid pendency of judiciary cases at their level.

Meanwhile, Paliwal felt the need of up-grading infrastructure facilities of ATI.

 

Capacity Building Camp by RKMM society

ITANAGAR, Dec 11: A three day Capacity Building Camp’ 2010  for  the schools run by  R.K.Mossang  Memorial Society, Jairampur  was held in Elementary Residential School, New Khamdu  from  Dec 07. All together 5 Schools   with 20 students from each school along with teachers  had participated in the camp under the guidance of Renu Sharma, Education Officer, RKMMS .

The camp was inaugurated by Minister of  Finance, Setong Sena lauded  the over all  activities and efforts of R.K. Mossang Memorial Society, especially in field of Education , Health and Empowerment  of Women in Particular by motivating women for the formation of SHGs, Cooperative  Societies etc.

He also congratulated the team of  workers  for their sincere and dedicated works being taken up under the leadership of Chairperson Komoli. Mossang.

In the closing function, the prizes were distributed  by Tusham longri, Ex ASM New Khamdu, who is also one of the pro active members of the New Khamdu village  appreciated  the  works of R.K.Mossang Memorial Society for the upliftment  of girls education,  finally  the dinner was followed by camp fire.

Gorkhas, Pare Rangers  register wins

ITANAGAR, Dec 11: Riding on Bishnu Chettry’s all round performance, defending champion ‘The Gorkhas’ defeated Kameng Legions by 8 runs in a thrilling match to register their first win in Yaja Waii Memorial T20 Championship today. Gorkhas, who won the toss and chose to bat first, posted a challenging target of 152 runs before Kameng Legions to win. Ashok Chettry scored a quickfire 74 runs off 38 balls. His brilliant knock studded with six sixes and seven fours.

In reply, Kameng Legions were bowled out for 150 runs in 19.5 overs. Mridul Dutta (62) and RB Saha (36) were the highest run getters.

Bishnu Chettry, who claimed four crucial Legions wicket and contributed 28 runs with the bat, was declared man of the match.

In another match of the day, Pare Rangers crushed Pakke Warrior by 4 wickets.

Chasing an easy target of 122 set by Pakke Rangers to win, Pare Rangers reached the target in the last over with four wickets in hand. Tam Gambo (45) and A. Sahani (19) safely guided the home side past the target of 122. Gambo was declared man of the match for his match winning knock.

 

Arunachal lose

ITANAGAR, Dec 11: Chattishgar defeated Arunachal Pradesh by five wicket in a league level match in U-16 Associate & Affiliate Members Tournament played at Bhilai Steel Plant Cricket Ground today, organised by BCCI.

Chasing a moderate target of 128 run set by Arunachal boys to win, Chattishgar eased past the target with more than 16 overs to spare and 5 wickets in hand. Muhammad Sultan (53) was the top scorer.

For Arunachal, captain Gollo Poul picked 2 wickets while Yari Amas and Teli Sera claimed a wicket apiece.

Earlier, choosing to bat first, Arunachal made 127 run in 40.2 overs losing all wickets. Junior all-rounder Netaji Teron (33 run) and Teli Sera (19) were the main contributors.
